Transparency and Accountability In E-procurement: A Case Study of LPSE Gowa Regency

This study in-depth analyzes the application of the principles of transparency and accountability in the e-procurement system in LPSE Gowa Regency. The goal is to assess the realization of the two governance principles and identify supporting and inhibiting factors, such as limited infrastructure facilities, human resource competence, and the effectiveness of socialization, in order to improve the performance of the electronic procurement system. This research uses an empirical legal method with a qualitative approach. Primary data were collected through in-depth interviews and field observations at local LPSEs, while secondary data were obtained from literature studies of literature and related documents. All data is then analyzed in a qualitative descriptive manner to provide a comprehensive picture. The findings of the study show that e-procurement has strengthened transparency through the publication of all stages and procurement documents digitally accessible to the public. Accountability is manifested from a complete digital footprint, audit trail, and reduced discretionary space, thereby minimizing potential irregularities. In terms of the completeness of facilities, there is a lack of technical capabilities of human resources that are not optimal, and a lack of socialization that hinders the participation of providers, especially from local MSMEs. Thus, referring to these findings, e-procurement at LPSE Gowa has succeeded in increasing transparency and accountability. However, its overall effectiveness is still hampered by infrastructure, human resources, and socialization. The recommendations submitted are the need to improve infrastructure, increase human resource capacity through continuous training, and intensify comprehensive and targeted socialization.
